“Black History Month” もしくは “African-American History Month” は日本ではあまり馴染みのない言葉だと思います。
日本語では「黒人歴史月間」と訳されるようですが、検索をしてみてもヒットする情報はNikeの商品や数年前に書かれたブログなどがほとんどで、日本のマスメディアでも取り上げられることは少ないようです。（2020年10月現在）
イギリスでは、今月10月がBlack History Monthに指定されています。
発祥はアメリカで、同国では2月がBlack History Monthとなっています。
“Black History Month” とは何か、またその歴史についてご紹介いたします。

Black History Month とは/ 起源について
“Black History Month is an annual celebration of achievements by African Americans and a time for recognizing the central role of blacks in U.S. history. Also known as African American History Month, the event grew out of “Negro History Week,” the brainchild of noted historian Carter G. Woodson and other prominent African Americans.”
Black History Monthは、アフリカ系アメリカ人による功績を讃える年間行事であり、米国の歴史における黒人の中心的な役割を再認識する期間です。
African American History Monthとしても知られるこのイベントは、著名な歴史家Carter G. Woodsonや他の著名なアフリカ系アメリカ人の発案によるNegro History Weekに起因しています。
“The story of Black History Month begins in 1915, half a century after the Thirteenth Amendment abolished slavery in the United States.
That September, the Harvard-trained historian Carter G. Woodson and the prominent minister Jesse E. Moorland founded the Association for the Study of Negro Life and History (ASNLH), an organization dedicated to researching and promoting achievements by black Americans and other peoples of African descent.”
Black History Monthの起源は、奴隷制廃止のため米国憲法の第13条が改定されてから半世紀後の1915年まで遡ります。
1915年9月、ハーバード大学で学んだ歴史家のCarter G. Woodsonと著名なJesse E. Moorland大臣は、アフリカ系アメリカ人やその他の血統を持つ黒人の方々による功績の調査と促進を専門とする組織であるthe Association for the Study of Negro Life and History（ASNLH）を設立しました。
“Known today as the Association for the Study of African American Life and History (ASALH), the group sponsored a national Negro History week in 1926, choosing the second week of February to coincide with the birthdays of Abraham Lincoln and Frederick Douglass. The event inspired schools and communities nationwide to organize local celebrations, establish history clubs and host performances and lectures.”
今日では、the Association for the Study of African American Life and History（ASALH）として知られるこのグループは、1926年にNegro History week を後援しました。Negro History weekはAbraham Lincoln（リンカーン大統領）とFrederick Douglassの誕生日に合わせて2月の第2週に選定されました。
全国の学校やコミュニティがNegro History weekの刺激を受け、地元の祝賀会の開催や歴史クラブの設立、公演や講演会を主催するようになりました。
“In the decades that followed, mayors of cities across the country began issuing yearly proclamations recognizing Negro History Week. By the late 1960s, thanks in part to the civil rights movement and a growing awareness of black identity, Negro History Week had evolved into Black History Month on many college campuses.
President Gerald Ford officially recognized Black History Month in 1976, calling upon the public to “seize the opportunity to honor the too-often neglected accomplishments of black Americans in every area of endeavor throughout our history.””
その後数十年間、全国の都市の市長はNegro History Weekを認める宣言を毎年出し続けました。 1960年代後半には、市民権運動と黒人のアイデンティティに対する意識の高まりのおかげで、Negro History Weekは多くの大学のキャンパスでBlack History Monthへと発展を遂げます。
Gerald Ford大統領は1976年に黒人歴史月間（Black History Month）を公式に承認し、『私たちの歴史のあらゆる分野で無視され続けた、黒人アメリカ人の功績を称える機会を得るように』と呼びかけました。

Black History Month が取り入れられている国
2020年10月現在、Black History Monthとして黒人の方の功績を讃え、歴史を振り返る期間を持つ国は、アメリカとイギリスを含め全世界で4か国あります。
- カナダ ー 1995年～《2月》
- アイルランドー 2014年～（2010年～コークで開始）《10月》
アメリカとイギリスに地理的にも近いカナダとアイルランド。
Black History Monthとして選ばれている月もそれぞれ近隣の国と同月です。
Canada
“In December 1995, the House of Commons officially recognized February as Black History Month in Canada following a motion introduced by the first Black Canadian woman elected to Parliament, the Honourable Jean Augustine. The motion was carried unanimously by the House of Commons.”
1995年12月、議会に選出された最初の黒人カナダ人女性であるJean Augustine氏によって提案された動議により、庶民院（ the House of Commons ）は2月をカナダの黒人歴史月間（Black History Month）として公式に承認しました。
動議は庶民院によって満場一致で通りました。

Ireland
“In 2014, Ireland became only the fourth country in the world to officially honour black culture and heritage in this way, following in the footsteps of the US, the UK and Canada.”
“According to Ireland’s Great Hunger Institute: Black History Month Ireland was initiated in Cork in 2010. This location seems particularly appropriate as, in the nineteenth century, the city was a leading centre of abolition, and the male and female anti-slavery societies welcomed a number of black abolitionists to lecture there, including Charles Lenox Remond and Frederick Douglass.”
2014年、アイルランドはアメリカ・イギリス・カナダに続き、黒人の文化と遺産をこのような形で公式に尊重する、世界で4番目の国になりました。
「アイルランドの黒人歴史月間（Black History Month）は2010年にコーク（Cork）で始まりました。
コークが最適な都市であったと考えられる理由は以下の2つです。
- 19世紀に奴隷制度廃止の代表的な中心地であったこと。

※オランダ・アムステルダムでもUntoldという組織により、2018年の6月1日～7月1日の期間、毎日イベントが行われていたようですが、昨年（2019年）と今年の活動に関しての情報を見つけることはできませんでした。

わかりやすいアニメーション付きで、ゆっくりと話してくれます。
動画も3分以内とかなり短いので、普段英語を使わない人も抵抗なく見ることができると思います。

おわりに
私も渡英するまでは（実を言うとつい最近までは）、 “Black History Month” という言葉さえ聞いたこともありませんでした。
Black History Monthについての議論はありますが、そもそも存在を知らない限り賛成することも反対することもできませんよね。
もちろんたった1か月間だけ特別視され、残りの11カ月は忘れ去られるということはあってはいけませんが、それでもこの期間中に何かの機会で目に触れたり話を聞くことで、さらに深く学んでみようと一歩を踏み出すきっかけになるかもしれません。
学びのチャンスが増えることで結果的に差別をなくす、差別を生まない社会に繋がるのなら、少なくとも「差別のない社会」になるまでは1年の中で1か月だけでも “Black History Month” を続けることに大きな意味があると個人的には思います。
